Position Summary
The Chief Executive Officer (CEO) provides leadership for all aspects of the district’s operations with an emphasis on stewardship of the District’s fiscal and human resources to include long-term goals, growth, profit, and return on investment. The Chief Executive Officer (CEO) is subject to the direction and authority of the Board of Directors. The CEO will have direct responsibility for the overall leadership and day-to-day operations of the District, the Hospital, Strawberry Wilderness Community Clinic, the Blue Mountain Care Center, and all related facilities and operations, with the objective to ensure the delivery of patient and healthcare service programs are consistent with the district’s values and strategic objectives as set by the Board of Directors.
Essential Functions and Responsibilities
- Promotes the mission, vision and values of the BMHD.
- Works with the board of directors and other executives to establish strategic plans to include short-term objectives and long-range goals, and related plans, policies and procedures.
- Presents regular reports on the status of the district’s operations to the board of directors and to District staff.
- Oversees the District’s financial structure and results, ensuring adequate and sound funding for the mission and goals of the company, taking appropriate measures to correct unsatisfactory performance and results
- Negotiates with other companies regarding actions such as mergers, acquisitions, or joint ventures.
- Serves as the district’s representative to the board of directors, employees, customers, the government, and the public. Acts as a liaison of the hospital at meetings including medical staff and hospital board of director meetings.
- Working knowledge of relevant regulatory requirements – CMS, Reimbursement, Charge Master, Financial Systems, ADP and Accounts Receivable and ACA Compliance Reporting. Ensures the district’s compliance with all applicable laws, rules, regulations, and standards.
- Oversees the delivery of care and works with all departments to assure high quality care. Analyzing areas in planning, promoting and conducting organization-wide performance improvement activities.
- Providing leadership to hospital managers, directors and officers that will foster support, create ownership of goals, and encourage active participation in decisions that impact the hospital.
- Provide leadership and work with subordinate managers to develop, inspire, grow, and retain highly competent, service-oriented staff through selection, compensation, training, and day-to-day management practices that support the District’s mission, vision, values, objectives, and service expectations.
- Contributing expertise in the planning of new services that generate additional sources of profitable revenue.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, attending webinars/trainings, establishing professional networks, and participates in professional organizations.
- Work with the Marketing/PR and Community Outreach team to develop strategies and programs to ensure community awareness of all the hospital services and programs, both present and future.
- Maintain a collaborative working relationship with other Eastern Oregon hospitals.
- Performs any additional duties pertaining to the daily operations of BMHD as assigned by the Board of Directors.
Core Skills and Abilities
- Broad knowledge of the theory, principles, practices, and techniques of hospital and public administration, including budgeting and financial planning, fiscal management, human resources, safety and quality control, information technology, materials, facilities and operations management, and other general operational support services.
- Knowledge of federal, state, and local laws, regulations, and court decisions applicable to hospital, and public administration; organization, functions, legal requirements, operations, rules, and policies of the Board of Directors; and principles and practices of effective management and supervision
- Champion excellent customer service both internally and externally as evidenced by the ability to effectively model, mentor and coach excellent customer service
- Ability to develop and present proposals and recommendations clearly, logically, and persuasively in public meetings; and represent the District effectively in negotiations and other dealings on a variety of difficult, complex, sensitive, and confidential issues.

Qualifications and Experience
- Bachelor’s Degree from an accredited college or university
- Advanced Degree(s) in Business, Healthcare Administration, Health Service, Health Science or related program is preferred or equivalent work experience in a related field including at least three years in a leadership role in a critical access hospital
- Fellow of the American College of Healthcare Executives (FACHE) certification preferred
- Additional consideration will be given for experience in Special District Hospitals
Certification/Licensure Requirements
- Basic Life Support (BLS) certified by American Heart Association (AHA).
